Added a CLI app that takes as input a .pow file generated by the GUI application.

This way you can create a shortcut that runs Power8 in the background, thus having a faster workflow B-)

Also, if a .lua file starts with  a comment like so
-- {strip_comments}
the comments of that file won't be present in the output .p8 file

I plan to add more preprocessor directives like this one
